86 The Green Scan benchmark monitor provides insight into the relative positions of municipalities vis-à-vis each other. It thus answers the following questions: • How sustainable is your municipality/region compared to neighbouring municipalities/regions/province/the Netherlands? • What are its strengths, i.e. on what sustainability aspects does the municipality/region achieve high scores? • What sustainability aspects achieve low scores and need targeted policy measures for improvement? • What value do non-economic qualities have compared to economic qualities (monetization)? Monetization provides a more realistic picture of the economic value of a region and thus serves as an important supplement to the GRP (Gross Regional Product) as a measure of economic value. In this way, the relative importance of non-economic aspects versus economic aspects can be weighed up in a fair and measured manner. Pilot: Green Scan for the municipality of Schouwen-Duiveland To build up experiences with practising the Green Scan the municipality of Schouwen-Duiveland was selected as a first pilot. As expected, the outcomes of the benchmark confirm that the economic qualities of both Schouwen-Duiveland and the province of Zeeland score below the national average. However, looking at the other clusters − health, livability, safety and nature and environment − Schouwen-Duiveland scores better than the average for the Netherlands. The same applies to the province of Zeeland. Compared to the province, SchouwenDuiveland has better scores for health, livability and nature and environment, while scoring fractionally lower than the province on safety. Monetization of non-economic aspects Various aspects are monetized in the Green Scan. These monetized aspects, which are shown in the overview on the next page, provide unique insight into the importance of non-economic aspects compared to the conventional GRP-based economic valuation of regions. By factoring the various monetized aspects into the GRP, we arrive at a more realistic picture of the size of the economy. A more realistic, albeit very rough, estimate of the economic value of Schouwen-Duiveland would be closer to €800m than the purely economic (GRP-based) valuation of €700m. Moreover, the overview provides insight into the value of individual qualities in relation to each other and to the GRP. For instance, we see that on Schouwen-Duiveland alone, family carers create a saving of €53-57m in health care costs. 40 Here, the production of SchouwenDuiveland was compared with the production if the people on Schouwen-Duiveland had the same labour productivity as the average for the Netherlands. Towards a broader valuation of the economy The GRP on Schouwen-Duiveland is €90m lower than the average productivity in the Netherlands40. However, this €90m lower productivity is more than compensated by the aspects of nature and environment, health and livability. Our calculations show that non-economic qualities on Schouwen-Duiveland yield an extra income of about €100m (both higher benefits and lower costs) compared to the Netherlands average.
