Timmermans (DHV) InnovationNetwork Report No. 12.2.307, Utrecht, The Netherlands, September 2012 In current economic thinking, growth is perceived to be essential. The importance of the economy is self-evident. Economic progress is needed to maintain our prosperity. But economic growth often comes at the expense of other qualities, such as ecological and socio-cultural qualities. In this way, economic growth can have negative effects on nature, environment, health, livability and safety, but these costs are not priced into the economic valuation of regions. The province of Zeeland and InnovationNetwork jointly commissioned DHV to make a performance analysis of these soft qualities for a pilot area, the municipality of Schouwen-Duiveland. This project is the first phase of a process aimed at making the regional economy more sustainable. The idea was to sketch a picture of the regional economy on Schouwen-Duiveland, and to assign a monetary value to aspects that have a value but are not recognized as such in the current economic system. DHV developed the Green Scan for this purpose. The Green Scan The Green Scan is a tool for assessing and valuing a region on the aspects of livability, safety, health, and nature and environment. Value is assigned in two ways: • In relative scores compared to the national average (benchmark monitor), • In euros for a number of aspects selected for monetization39. 39 Monetization takes place on the basis of existing key figures/shadow prices.
