This applies above all to the offshore industry segment. The lack of a strong negotiating position is expressed in the rates (remuneration) which can be charged for the work. Alongside investment in equipment and people, developing greater market strength will require investment in cooperation. To this end, fishing entrepreneurs should join forces and a suggestion is to engage a specialist agency to secure orders in this segment, or set one up together. On the part of the fisheries, it is important that they offer customers certainty. Longterm commitment is a condition for long-term relationships with customers, so ensuring orders and incomes. Fishing entrepreneurs need to reach agreements with customers to jointly invest in the deployment of cutters or to facilitate bank finance by means of long-term contracts. In many cases, cutter owners can provide services at a low cost price (as much as 50% lower than those of rivals), which must be attractive to customers. Another way in which secondary earnings (activities) can be developed is by commercially exploiting research and other data collected by fishermen. Data already regularly gathered by fishermen on the sea, fish stocks, water quality, the sea floor, etc. can be linked to data from other information sources, so making highly valuable data available for government, other users of the sea, and researchers. In order to organise this, a plan needs to be developed and fully formulated, which will above all require cooperation between fishermen. An initiator (organisational consultancy or fishermen working together) could take the initiative here. If trawling the sea for litter becomes EU policy, the market for this could, for a time, be significantly higher than 3 million euros. 59 Pagina 64
