40 functions are carried out and whether they are mutually reinforcing or not. Any changes to the functions must therefore, by preference, take place via the systemâs structure. Viewed from this set of assumptions, many innovation functions in the recreational sector display serious shortcomings. You could describe this as systemic failure: across-the-board changes are needed to set up an innovative and thriving recreational sector. This basically calls for a large-scale systemic instrument with which interventions can be carried out simultaneously in various parts of the innovation system in the recreational sector. However, the time is not (yet?) ripe for this. The solution must therefore be sought on a smaller scale. The best way of reducing the scale is to confine the efforts to a single specific region. Compared to a national setting, this greatly reduces the number of players as well as the required resources, people, coordination and time scale. The authors therefore argue in favour of a smartly chosen regional experiment involving interventions in all systemic functions. The experiment shows that it is possible for spatial planning quality and a thriving recreational sector to go hand in hand, whilst also demonstrating how this can be achieved. This is expected to encourage lots of initiatives which can help to strengthen the innovation system at national level. Pagina 47
