This report looks at the recreational sector from an innovationscientific perspective. The aim is to analyse the ‘recreation’ innovation system and suggest an optimal intervention strategy in order to achieve an innovative recreational sector which is a valued regional planning partner and widely seen as a powerful, contemporary and important player. The literature on innovation generally presents innovation as a collective process. The innovation system consists of actors who are linked with each other through networks and of institutions (laws, rules, habits, standards, values) that influence the behaviour of these actors. Seven functions need to be in place for the system to work effectively: • experimenting by entrepreneurs; • developing knowledge; • exchanging knowledge in networks; • giving direction to the innovation process; • creating markets; • mobilizing resources; • overcoming resistance. The seven functions can reinforce each other, which is necessary to ensure that the system develops effectively. When this happens, the system acts as an innovation engine.
