76 Land and Water: two sides of the same coin The key ingredients for making Water Husbandry a success are the presence of water and land combined with entrepreneurship, regional involvement and finance. 1. Water The primary condition for Water Husbandry is that temporary water surpluses (e.g. rainfall) can be harvested and stored. After meeting the firm’s own (agricultural) needs, water can be delivered to other parties, optionally after purification (e.g. using reed wetlands or membrane technology). 2. Land Land is a prerequisite for temporary water storage. Every ‘land owner’ is a ‘water owner’. As such, land can provide entrepreneurs with an alternative source of income alongside their regular (agricultural) income. The aim is to create a multifunctional green space that is more appealing and attractive. 3. Entrepreneurship Agricultural entrepreneurs turn their land and water to economic gain. Changing demand enables the land owner to produce instead of consume water, and to do so in a socially responsible manner. It’s a complete change in outlook, and an exciting new entrepreneurial chal­ lenge. 4. Regional involvement Together with others, the Water Husbandry Firm can develop into a regional cooperative, where entrepreneurs enter into contracts with public authorities for the receipt or delivery of different types of water. 5. Finance Production for a water market can take place for immediate water usage, but can also be linked to water re-use within new chains. With larger projects, recreation (e.g. with holiday homes) can form an extra source of income. This strengthens the region’s revenue-generating capacity, thus making Water Husbandry an attractive proposition for investors. 6. Optionally: public-private partnership The primary focus of this concept is on entrepreneurial investment and realization. But Water Husbandry can also yield social benefits by reducing the government’s responsibility for purifying and supplying water, limiting desiccation of nature reserves and creating extra employment. This opens up even more opportunities if Water Husbandry Firms can cash in on these social benefits via e.g. tax relief, subsidies or green funding. Pagina 83
