Bijlage 10: Regional Water Husbandry: farmers as watermanagers (Engelse vertaling conceptwijzer september 2009) 75 Agricultural entrepreneurs and other land owners can organize their own on-site fresh water supply: this is the underlying idea of Water Husbandry (in Dutch: Waterhouderij). The Water Husbandry concept is ideal for places where demand for clean fresh water is on the rise. The idea is to store water in times of surplus for use in times of shortage – which makes good sense, partic­ ularly against the backdrop of expected climate change. Regional entrepreneurship Regional water storage and management has the potential to grow into an economically viable activity, which we have dubbed Water Husbandry. It involves the creation of firms dedicated to harvesting, storing, securing, using, processing and supplying water. Water Husbandry Firms can form a link between rural and urban areas, by supplying water for industrial, commercial and residential use. The Water Husbandry Firm will concentrate on providing a diversified water supply catering to the specific needs of each user group. At the same time – and depending on the local water issues – the Water Husbandry Firm can help achieve other objectives, such as flood and drought prevention, water cost reduction and regional water quality improvement. The Water Husbandry Firm thus serves both private and public aims. In organizational terms, it can develop into a (regional) cooperative where land owners work together with authorities and residents to utilize their regional water down to the last drop. Opportunities abound in the three key areas of ‘people’ (safety, identity, tourism, countryside and emotion), ‘planet’ (re-use, sustainability and climate) and ‘profit’ (raw materials, food production, pharmaceuticals, indus­ try, energy and residential construction).
