When setting system changes in motion on the basis of a new concept, we distinguished three spaces: the development space, the intermediate space and the dissemination space. The first space is where the concept is developed by professionals who are genuine believers in the new concept; the second space is where the initial institutional embedment takes place, often still in pilot situations; the third space involves the widespread application. The innovation managers recognized the spaces; it gave them a clear framework for sharing and organizing experiences.
