66 make a physical contribution to the woodland – for instance, by doing voluntary work or acting as ambassador of “their own woodland”. So the concept will generate manpower as well as money. When developing this concept, it is important to remember that the introduction of community trusts may meet with a lot of resistance if this leads to the public being denied access to (the basic facilities of) woodland that they see as part of the public domain. Another thing that must be taken into account is the fact that the financial contribution of the trust members will not be sufficient to cover the full woodland management costs. This, however, is not by definition the aim of a community woodland trust. A new community woodland trust cannot be a carbon copy of its historical precursor, where the use of the land was strictly regulated and the exclusive preserve of the trust members. Nevertheless, it is interesting to work out this carbon-copy option for a new residential area that is still to be built. The woodland or parks in this new residential area could be seen as community-owned and the homeowners could be made jointly responsible (as trust members) for their management and maintenance. The developed concept has been put to a user group of the Forestry Commission for assessment. Their extremely positive reactions have provided an extra incentive to try out the concept in practice. This practical test should be carried out according to the steps defined below, though certain steps need not necessarily be entirely completed before starting the next one.
