The necessary adaptation of laws and regulations is often a lengthy and complex process; especially the manure market has proven to be very difficult in this respect. This complexity thwarts the development of sound business cases where companies must be able to create market opportunities. Therefore, it is useful to invest in public/private partnerships in order to create the necessary room for experimentation.
