In addition, there are other possible solutions that can be considered as low-hanging fruit, i.e. instruments that are relatively easy to set up but only make a modest contribution towards resolving the bottle­ necks. These are: • Gaining experience with ploughing back revenues generated from third parties (property tax, tourist tax); • Pooling knowledge and experience; • Gathering market information. Finally, there are several instruments that can make an important contribution but also involve substantial investments: • Instruments aimed at mobilizing one-off contributions (subsidies, land values); • Introduction of partly guaranteed ‘BF’ loans for recreational investments. This study identified the ‘venture capital company’ as the solution for the financing problem on the grounds that it is an effective instru­ ment for addressing the many challenges facing the sector.
