The recreational sector can be a major contributor to economic pros perity in the Netherlands. At present, however, growth in the sector appears to be stagnating, mainly due to problems in raising finance for new (innovative) investment projects. This report explores the possible solutions for the financial problems by analysing the bottle necks. Important challenges need to be addressed, particularly for projects where there are no cast-iron certainties for investors. Inquiries among entrepreneurs and financiers about bottlenecks in the sector revealed that earlier conclusions and recommendations of a study of the then Stichting Recreatie (2002) remain topical. The bottlenecks identified in this study were: unclear procedures, lack of policy coordination and unclear subsidy processes. These issues still exist today and are making it difficult for entrepreneurs to raise finance for investments. Moreover, the recreational sector is plagued by competition-distorting government measures. This is leading to pressure on margins and stag nation of innovations. The entry threshold is low, margins are low and innovations are rapidly copied. The sector seems unable to exert fiscal pressure. Pagina 64
