heat source, the installations in the heating station and the pipeline system. In the chapter on risks we deal with the technical, financial, organizational and social risks. Risks relating to the introduction of the District Heating Act are also discussed. Thermo Bello has taken a standpoint on the draft implementing rules of the District Heating Act as drawn up by the Netherlands Competition Authority (NMa) and the Ministry of Economic Affairs. The chapter on communication and planning describes the development of Thermo Bello over time on the basis of several milestones. In this connection, we consistently show how the initiators liaised and communicated with the local residents or with the regional director of Vitens in order to continue making progress together. Good communication was key in enabling the initiators to take optimal advantage of local knowledge and financial resources.
